Onalaska board approves chassis purchases for two public-works trucks

The Onalaska Board of Public Works and Utilities voted to purchase two vehicle chassis for the public-works fleet, approving staff’s recommendation to move forward with one one-ton tool-truck chassis and one bucket-truck chassis procured through the state vehicle bid.
Mayor Kim Smith moved to approve the purchases; the motion was seconded and adopted by voice vote.
City staff said the quotes in the meeting packet represent chassis only, not the full, in-service cost of each vehicle. “This is just the chassis,” Kevin Schubert, city public-works staff, said, adding that the city budgeted separately for the specialized equipment that will be added to the bucket truck. Schubert said the bucket-truck components and installation are out for bid and that the city budgets $225,000 for the bucket truck in total; the one-ton tool truck chassis was budgeted at $70,000.
A staff price-summary in the packet showed a base price and options totaling $65,853 before application of the state bid discount, which staff said brought one quoted chassis price down to $59,174. The packet and discussion made clear the figures discussed were chassis-only amounts; additional equipment and installation costs will be addressed through separate procurement and are budgeted in the capital-improvement and equipment budgets.
Board members asked about budget carryover and whether the purchases would remain within appropriated amounts. Schubert said the combined use of an equipment budget line and capital-improvement funds would cover the expected costs and that staff expects to remain under the combined budget once final equipment bids are received. There was no roll-call tally recorded; the board approved the motion by voice vote.
The board did not specify an exact delivery schedule in the public discussion. Staff will return with separate bids and contract awards for the equipment and installation needed to place the bucket truck and tool truck into service.
