City Administrator Nick Broyles presented background on the Orsella Annex and asked the council for direction about whether to pursue sale or retain the building for future office space. Broyles said the annex has a new roof (2020) but needs HVAC updates, window work, elevator repair and cosmetic updates; the council earlier authorized a brokerage agreement with CAMP and the EDA recommended sale or lease in 2024.
Broyles said staff continues to receive renewed buyer interest and that retaining the building could be cost‑effective if the city needs future office space: "Making necessary repairs to an existing building that we already own would be significantly more cost effective than new construction," Broyles said. Council members discussed prior facilities studies and the possibility of connecting the annex to city hall; department heads noted the HVAC system in city hall was built with capacity to tie to the annex if the council chose that direction.
After discussion the council moved, and approved, a motion directing staff to prepare cost estimates and timelines for needed annex improvements and return with that analysis. Council also scheduled a closed session later in the meeting to consider offers for sale of the building.
