Greenfield council reapproves alcohol ordinance, OKs licenses, contracts and infrastructure agreements

At its Jan. 7 meeting the council reapproved an alcohol-licensing ordinance, approved operator and temporary Class B licenses, and authorized agreements including a sewer connection to Milwaukee and a licensing addendum with We Energies.
The Greenfield Common Council on Jan. 7 took several noncontroversial actions: it reconsidered and reapproved an ordinance relating to alcohol licensing, approved operator licenses and two temporary Class B licenses for Harley Owners Group events, and authorized multiple intergovernmental and professional services agreements.
On the ordinance, the council considered a motion to reconsider an ordinance that would amend and repeal subsections of the city's code pertaining to alcohol licensing. Alderperson Zwicky moved to reconsider and Alderperson Kastner seconded; the motion to reconsider passed on a roll call vote. The council then reapproved the ordinance without changes by roll call vote.
Council approved applications for 2024–2025 operator licenses and granted temporary Class B licenses to the Harley Owners Group Milwaukee Chapter to sell fermented malt beverages indoors at two events at 6221 West Layton Avenue on Jan. 18 and Jan. 25, 2025. Council members voted in favor of those licenses in a single motion.
The council also approved addendum No. 3 to an existing license agreement with We Energies to allow connections to the PowerLine Veil for the Cold Spring Crossing Apartments; the change will allow the new apartment complex to connect directly to the trail/license area. City staff (Mr. Katz) described the change as an administrative amendment needed because the apartments are connecting to the existing facility; the council approved the addendum on a unanimous roll call vote.
Addressing a recurring flooding problem near the Greenfield–Milwaukee border, the council approved a sewer agreement with the City of Milwaukee that will allow Greenfield to connect a storm sewer in the 81100 block of West Van Bek Avenue to Milwaukee’s system. Mr. Katz said the connection is the closest practical solution to recurring flooding; the council approved the intergovernmental agreement by roll call.
Council also approved a professional services agreement with Safe Built Wisconsin LLC to provide temporary building-inspection coverage when city inspectors are absent. The contract renewal was approved by majority roll call.
Several items were moved to a future agenda, and appointments to committees and commissions were deferred to the Jan. 21 meeting. The council adjourned at 7:25 p.m.
