The council authorized change order No. 2 on Jan. 7 for the Gilmer Street Road and Pedestrian Improvements Project, adding $905,195.23 to the contract to address unexpected utility conflicts uncovered during construction.
City engineer Mike Zager (presenting) said crews found an undocumented 4‑inch water main in the project trench that tied into multiple service lines and sat at an elevation that conflicted with the new roadway profile. The change order will replace the unknown 4‑inch main with the city’s minimum standard 6‑inch main, add isolation valves at an intersection and perform a small sewer repair that includes replacement of deteriorated brick manholes at the north end of the work area.
Zager said funding exists in the project budget and will come from the water and sewer funds rather than the street-fee fund. He told council the work is easier to perform while the road is opened for construction and that the contractor expects the water-main work to be completed by the end of August; staff said access to local businesses has been maintained during construction.
Council members asked about impacts to businesses and the project schedule; staff reiterated they will maintain one-way access to businesses and attempt to minimize disruptions. Council authorized the change order and execution of the contract amendment.
