The Placer Road Planning Commission on Jan. 7 conditionally approved a conditional use permit (CUP 24-06) to operate the upper floor of 2820 Cold Springs Road as the Placerville Gathering Place, a place of entertainment. Staff found the proposed use consistent with the commercial zone and recommended the commission find the request exempt from environmental review under CEQA section 15303.
Staff said the site contains 69 parking stalls. Based on the submitted floor plans and the city's parking formula (one parking stall per four fixed seats), staff calculated the facility could use the 42 stalls remaining after accounting for 27 spaces assigned to the lower-floor offices, which yields an occupancy limit of 168 people for the event area under standard daytime office-hour conditions. The total on-site stalls available outside office hours translate to a theoretical maximum occupancy of 276 by the same formula.
Commission discussion centered on how to reconcile fire-department maximum occupancy with the parking-based limits and on neighborhood parking complaints on Cold Springs Road. Commissioners and staff agreed to modify the conditions of approval so that: - Events Monday through Friday, 8 a.m.–5 p.m., are limited to 168 people (office hours); - The venue may use the full on-site parking count (up to 276 by planning calculations) for events outside office hours; and - If an event requires occupancy above the 276 on-site parking limit up to the fire-department maximum, off-site parking and a shuttle or equivalent transportation will be required, with specifics to be coordinated with staff.
The permit includes a condition requiring the Bean Barn coffee kiosk to vacate the kiosk until a traffic/study solution addressing drive‑through stacking is submitted and approved. Staff also added a follow‑up reporting requirement: staff will report to the commission one year after the venue opens to review how parking and capacity are operating and whether the conditions are working as intended.
The applicant said the renovated upper floor “is actually more safe because there's more access to the fire exits” and that the space will serve nonprofits and mid-size community events. Public commenters urged flexibility and suggested options such as shuttle service and optimized striping. Owner and staff representatives said they would work with city staff on parking and, if necessary, special-event arrangements.
The commission approved the CUP with the amended conditions; roll-call votes recorded Aye by Commissioner Friend, Chair Keeney, Commissioner Lepper and Commissioner Smith (4-0). A 10-day appeal period applies.
