Carson Reclamation Authority approves claims, members warn of low cash and push for special meeting to finalize contracts

The Carson Reclamation Authority on Jan. 6, 2025, approved its minutes and reclamation authority claims and demands and heard staff warnings that the authority is running low on cash. Board members and staff said they will schedule a special meeting later this month to finalize post-closure documents, determine whether to extend an option with a property party identified in the meeting as "Carson Gooseowner," and complete several contracts so roadwork bids can be awarded.

The minutes were approved on a motion by Board Member Thomas, seconded by Board Member Aldridge. Board Member Hobson said he was not present for the minutes in question and did not vote; Thomas, Aldridge, Vice Chair Hicks and Chair Davis Holmes voted yes. The board then approved the reclamation authority claims and demands by voice vote; the roll call recorded Hobson, Thomas, Aldridge, Hicks and Chair Davis Holmes as voting yes on the claims.

A staff presenter told the board that the authority needs a special meeting before the end of the month to resolve several items so bids can be awarded. "We would have either the post-closure documents with Carson Gooseowner anticipating closing, or if we're not quite done yet, we need to extend their option for another 30 days or something like that," the staff member said. The staff member added, "we think we're pretty close with the RES agreement and the Sterling and Langston agreement. And as you know, we're out to bid on the roadwork and so we're trying to get those agreements in place so that the bids can be awarded."

Board members asked whether the matter would appear first before the reclamation authority or the next council meeting; staff said it would be handled in the authority first and requested the board’s availability for a special meeting the week of the 20th. The board did not adopt new contracts or award bids at the Jan. 6 meeting; staff described scheduling and preparatory steps.

No dollar amounts or detailed contract terms were discussed at the Jan. 6 meeting, and the timeline for finalizing agreements was described only in general terms. The staff member and board agreed to coordinate dates for a special meeting to address the outstanding items.
