Following a public hearing and staff presentation, the Rich County Commission voted Jan. 8 to adopt a revised short‑term rental (STR) ordinance that uses a per‑occupant fee model rather than a flat permit fee.
Under the adopted approach, initial application fees are calculated at $25 per person multiplied by the rental’s approved maximum occupancy; renewals will be charged $15 per person. County staff explained the initial fee schedule produces a proportional charge: for example, a property approved for 40 occupants would pay $1,000 initially ($25×40), while a small four‑person unit would pay $100. Renewals will use the reduced per‑person renewal rate.
Staff said the county will implement the fee schedule in the permitting software and update web application forms. The commission asked that applicants be notified of the fee change and that building/permit limits and any occupancy approvals be verified during renewal. The board moved to adopt a clean copy of the ordinance and directed staff to prepare application forms and website notices to help operators comply with the new per‑occupant fee structure and renewal timeline.
