District 3 items: ALDOT TAP sidewalk match, engineering services and 10-year solid-waste plan update

The county reported an ALDOT TAP grant providing $800,000 toward a project budgeted at $1,000,000 to install sidewalks connecting Chalkville Elementary School to Old Springville and to link existing county work on Springville and Chalkville School Road to nearby park areas. Staff said the county is responsible for a 20 percent match; the agreement was presented as a matching grant arrangement with ALDOT.
Alongside the TAP agreement, the commission approved a service agreement with Kimmy Horn for engineering and construction services to complete North Shawville work (shop drawings and construction oversight). Staff said the Kimmy Horn agreement extends to project completion in August and that the prior agreement had expired.
The commission also approved a joint-services agreement with La Bella to produce the county's solid-waste-management plan. Staff said state law requires counties to update the plan every 10 years; the plan will cover countywide waste types, including C&D and other municipal waste.
Why it matters: The TAP sidewalk will create a pedestrian connection to Chalkville Elementary and nearby recreational areas; the solid-waste plan update is a statutorily required long-range planning document that guides county waste management policy and capital needs.
No roll-call tallies were read into the record; staff presented the projects and commissioners approved the package with "aye" voice votes.
