Green Tree Borough Council on Jan. 6 adopted Resolution 1362 authorizing the borough manager to execute a traffic-signal maintenance agreement with the Pennsylvania Department of Transportation (PennDOT). Council members were told the agreement is required to support highway occupancy permits and the reconstruction of several sidewalk segments along GreenTree Road.
Miss Miller, speaking for the infrastructure committee, explained the measure is “part and parcel” of the highway-occupancy work linked to the reconstruction project. The resolution passed on a roll-call vote with the members present recorded as voting yes.
During the finance and general policy discussion, council members questioned the size of recent engineering invoices and asked staff to provide a year-to-date summary. Staff said project work in 2024 — including road programs and engineering for multiple projects (Glencoe, Hector, Whiskey Run) — drove higher contractor billings and that a single staff engineer could not replicate the breadth of services provided by the firm. Council asked staff to project future spending and to continue conversations about whether hiring a full-time engineer would be cost-effective.
Council also voted to table for 30 days a motion to designate the Pittsburgh Post-Gazette as the official borough publication; members said the committee should confirm pricing and circulation (whether the paper meets borough circulation requirements in Green Tree) before finalizing the designation.
Council was also notified that PennDOT has scheduled a public meeting on reconstruction of the parkway; staff said that meeting will be held at the Burrow Building on Wednesday, March 12, from 6 to 8 p.m., and that sound barriers and traffic-pattern changes are expected to be discussed.
Ending: Staff will execute the PennDOT agreement as authorized, produce a year-to-date engineering invoice summary for the council and the communications committee will review publication pricing and circulation for a report at the next meeting.
