County nearing sale of roughly 8.9 acres at Tenant Way landfill to Port of Longview for rail expansion, staff says

Public Works staff told the board that the Port of Longview is moving forward with a purchase-and-sale agreement for about 8.9 acres at the Tenant Way landfill to enable rail expansion and storage capacity.
“It's mainly for storage capacity for them, and then they'll go across the river and then be able to queue up and into the storage unit or the the lines there and and get back into the main rail system,” staff said, describing the project’s purpose. Public Works said attorneys on both sides have the paperwork and that escrow and closing are anticipated in the next month or two as the port secures other property owners' agreements along the planned rail alignment.
Staff reported the county's appraisal returned a value in the neighborhood of $2,500,000 and that a third-party review of the appraisal agreed with the valuation. County staff said proceeds will be placed into the Tenant Way landfill closure fund and are legally restricted until closure obligations are met; staff said the closure period for the landfill extends for many years (staff estimated roughly 25 years remaining for closure obligations).
The sale also includes relocation work paid by the Port of Longview: the county must relocate several environmental monitoring wells and a small on-site records facility. Staff said the port will pay about $143,000 for those relocation costs in addition to the land purchase price.
