County nears escrow on sale of portion of Tenantway landfill to Port of Longview; proceeds to closure fund

Public Works staff updated commissioners on a long‑running negotiation with the Port of Longview to sell just under 9 acres of county‑owned land at the Tenantway landfill to support six new rail lines the port plans to add for storage capacity.
Staff said the county has been working on the project for seven years and that commissioners authorized signing a purchase‑and‑sale agreement last month. Paperwork has been submitted to attorneys on both sides and staff said escrow and closing are expected in the next month or two pending other property owners’ signings. Public Works said the parcel sold totaled about 8.9 acres and staff said the sale price was “like 2 point $5,000,000,” with a third‑party appraisal and review supporting the valuation.
Staff added a second portion of the agreement covers relocation of monitoring wells and county records storage needs; the port is paying roughly $143,000 for relocation of wells and a smaller waterproof records facility. Staff said sale proceeds will be deposited into landfill closure funds and are restricted to closure and monitoring uses; staff noted the Tenantway closure fund is being drawn down and that the county must maintain legally required closure funding for both Tenantway and headquarters landfills.
