Council awards senior center remodel contract, approves HVAC, windows and roof alternates

The Battle Ground City Council voted unanimously to award construction of the senior center remodel to the low bidder and to include three alternates for HVAC replacement, new windows/ceiling, and roof replacement.
City staff had recommended awarding the base contract for the covered patio, kitchen and event room remodel, asbestos abatement and siding work, and also recommended adding three alternates to capture economies of scale while crews are on site.
At the council meeting staff explained the scope and budgetary context. The base bid covers the covered patio addition, kitchen and bathroom remodel, storage and event room improvements, siding repair where dry rot was identified, fencing and signage, and asbestos abatement. The lowest base bid was approximately $400,000. Alternates included a full HVAC replacement (about $89,000), window and ceiling replacement (about $30,000) and roof replacement (amount included in alternate package); if the council accepted all three alternates the combined project cost presented in staff materials was about $565,000.
Staff noted the city received a $300,000 state appropriation to help fund the work and explained that accepting alternates while contractors are mobilized creates cost savings and limits the number of separate building impacts to senior‑center users. Staff estimated construction would begin in February and take roughly 60–90 working days, with relocation of some regular user groups while work proceeds.
Council Member Overholzer moved to award the senior center remodel base bid and alternates 1, 2 and 3 to ATK Construction; Council Member Ferrer seconded. The motion passed unanimously. Councilmembers said they preferred completing all work at once rather than splitting the project into several smaller phases that would prolong construction impacts on center users.
What’s next: staff will finalize contract documents, coordinate relocation of user groups while work is under way and return with a budget amendment if additional appropriation is required.
