Annex flooding delays move of Office of Public Defense; county repairs and secure access work underway

Savannah Clement, public services, updated the board about two separate flooding incidents at the county annex that have delayed the relocation of the Office of Public Defense (OPD) from leased space at River Suites into county‑owned facilities.
Clement said the first leak occurred during roofing work when temporary drains were in place; the second, larger leak was caused by incorrectly installed drains by a subcontractor and routed water through a ceiling drain into the basement, causing water to rise from the floor. She said risk management is handling claims and that the remediation timeline is about 14–18 weeks.
As an interim step, staff installed a new exterior door to provide secure access for OPD; Clement said the new door was “step 1” and described plans to add walls, cubicles and other fit‑outs after remediation. She said the county expects to move portions of OPD into the annex in the second quarter following completion of repairs and remediation. Clement also said moving OPD to county space will save construction costs the county otherwise would have incurred to create new offices.
