Votes at a glance: Millard County Commission ratifies zoning change, grants, loans and equipment purchases

At its Jan. 7 meeting the Millard County Commission approved a series of routine but consequential items: a zoning map amendment, purchase authorizations, a rural county grant acceptance, a loan to a cemetery district, a road truck purchase not based on the lowest bid, surplus vehicle transfers and several board appointments. Below are each motion and its outcome as recorded in the meeting transcript.

Zoning: Ratify approval of Application Z-2024-042 — The commission ratified a motion to approve application Z-2024-042, a request to rezone approximately 16.79 acres at approximately 300 West 100 South in Scipio from Agricultural-20 to Residential R-1; the change was adopted as ordinance 2412-17A.

Purchasing card: Attorney Harris — The commission ratified a previously approved purchasing card for County Attorney Harris. The transcript includes two amounts: staff first referenced $1,000 as previously approved, but the motion recorded on the floor approved a purchasing card for $5,000; the final on-the-record approval was for $5,000.

Governor's Office of Economic Opportunity Rural County Grant — The commission ratified acceptance of the Governor’s Office of Economic Opportunity Rural County Grant; motion passed by voice vote.

Tourism enclosed trailer — Staff proposed buying an enclosed trailer to protect a county-owned side-by-side vehicle at a listed amount of $12,000; commissioners asked staff to first explore an option to store the equipment in an existing county building (the weed/maintenance building) and to report back before making a purchase.

Billboard RFP — The commission conditionally approved the Media Resources bid for the tourism billboard subject to successful negotiations and required documentation (see separate article documenting the extended debate).

Loan to Deseret Hinkley Cemetery District — The commission approved a loan of $25,000 to the Deseret Hinkley Cemetery District, term not to exceed five years, with interest set at the current PTIF rate (noted in the meeting as 4.74%). Repayment will be made from the cemetery district’s annual tax distributions; the commission required the district to demonstrate a good-faith effort to pursue a Truth-in-Taxation increase to stabilize operations.

Road department truck purchase (not lowest bid) — The commission approved buying a Chevrolet Silverado (order from Dravet Chevrolet for $59,520.93) despite a lower out-of-area bid, citing vehicle availability and delivery time (local dealer could deliver immediately; the lowest bid had a months-long wait).

Surplus property and fleet reassignments — The commission approved reassigning an IT Ford Escape to the Delta office, surplus-listing multiple county vehicles (including four ambulances and several SUVs) and authorizing a public surplus process.

Board appointments — The commission appointed Ron Draper to the Great Basin Heritage Board and appointed Valerie Howes and Pam Fisher to the Housing Authority board.

Board of Equalization — The commission approved an exempt adjustment for a vacated parcel in Kanosh (serial K1910-A-2) and closed the BOE proceeding.
