County approves 20-year fiber joint-powers agreement with Carver County for public-safety connectivity

The McLeod County Board approved a joint powers agreement with Carver County on Jan. 7 to exchange and maintain fiber-optic strands used for public-safety radio connectivity.
Under the agreement, Carver County will provide strands of its fiber to McLeod County from a Norwood Young America Department of Transportation tower site for public-safety radio purposes. Carver will provide break-fix maintenance, splicing and Gopher State One-Call locating services on the covered McLeod County fiber strands; McLeod County will provide fiber strands to Carver in exchange. Public Works will remain responsible for repairs that require construction, relocations or other capital activity. Staff said there is no cash cost tied to the agreement, but Carver proposed a 20-year term with automatic five-year renewals; the county attorney reviewed the agreement and the board approved the contract.
Commissioners asked about the long term and automatic renewal language; staff said Carver uses a 20-year term on similar agreements and the contract includes exit language should either party choose to terminate. The board approved the agreement by voice vote.
