McLeod County, City of Glencoe agree to jurisdictional road changes ahead of construction

McLeod County adopted a set of resolutions on Jan. 7 implementing jurisdictional changes for roads in the City of Glencoe that were recommended after a joint study by the city and county.
The board considered three connected resolutions: revoking county-state-aid mileage for Ford Avenue between 13th Street (Trunk Highway 22) and 18th Street and designating other routes as county state-aid highways (Resolution 25 CB 02); revoking County Road 2 (Ford Avenue) and turning that section back to the City of Glencoe (Resolution 25 CB 03); and designating 11th Street (from the west city limits to Armstrong Avenue) and Armstrong Avenue (from 11th Street to Trunk Highway 22) as County State Aid Highway 3 (Resolution 25 CB 04).
Public Works staff said the changes follow a functional classification study that began in the early 2000s and was updated in 2018; the December 2023 intergovernmental agreement framed the jurisdictional exchange. Commissioners noted concerns about truck routing and local impacts but said the changes are necessary as the project moves into construction.
Each resolution passed on a voice vote. Staff said the City of Glencoe must concur with the resolutions at its next council meeting before the changes are finalized with MnDOT and county records updated.
