McLeod County renews short-term crisis partnership, approves mental-health service contracts
Summary
The county extended a temporary joint powers agreement with Carver County for crisis services through March 31, 2025; it also approved contracts with Hutchinson Health for outpatient services and inpatient hold services and renewed Southwest consortium funding for regional housing specialists.
McLeod County Health and Human Services presented several approvals and renewals to the board on Jan. 7 related to mental health services and housing supports.
The board approved a temporary renewal of the crisis program joint powers agreement with Carver County to continue mental health crisis coverage through March 31, 2025. Under that agreement Carver County will provide crisis services, act as fiscal agent, and bill insurers; McLeod County will pay a one-time fee of $2,500 from the individual and family services budget. Staff said Carver County had indicated it would not continue mobile crisis services long-term and agreed to continue coverage through March while McLeod County explores options.
The board also approved three Hutchinson Health agreements: (1) an outpatient services contract (testing/evaluation, group and individual therapy, medication management) with a 3% rate increase; (2) a purchase-of-service agreement to provide inpatient mental health hold-order services at a daily rate of $1,751 (3% increase); and (3) contract reimbursement rates for outpatient care. HHS staff noted a typographical error in the packet (contract expiration date) that will be corrected before signing.
Finally, the board renewed a shared-services agreement with the Southwest Minnesota Adult Mental Health Consortium (Southwest 18) to fund two full-time regional housing specialist positions for 2025. The consortium will reimburse McLeod County at 5% above salary and benefits to cover administrative costs, the same rate used in 2024.
All items were moved and seconded and passed on voice votes. Commissioners discussed staffing availability among mental health providers and asked staff to report back if replacements or longer-term arrangements are needed after March 31.
