The Waunakee Village Board voted unanimously to enter closed session to deliberate terms and contingencies of a potential purchase of 105 East Second Street.
Brian (village attorney) told the board a commercial offer to purchase and related contingencies were ready for discussion and that because those terms are negotiable the appropriate forum for detailed bargaining was a closed session under Wisconsin Statute 19.85(1)(e). The published listing price for the property is $600,000, Brian said, and staff had begun discussing possible financing options.
Renee (finance staff) and staff reported that Tax Incremental District (TID) #8 identifies property purchase as an eligible use and that the district’s cash balance projections could contribute materially to a purchase. Staff presented a snapshot of projected TID #8 balances: roughly $391,000 available in 2025, with cumulative projections rising to about $530,000 in 2026 and $683,000 in 2027 if current trends hold. Staff cautioned that using TID funds for a purchase would likely extend the district’s projected closure date beyond its current projection of 2034 (the district is statutorily scheduled to close in 2046 absent changes but staff projection shows closure moving earlier under current activity).
Village counsel recommended discussing price and contingencies in closed session; the board moved into closed session and agreed to reconvene in open session for any public actions regarding funding or purchase approval.
