The commission voted to table an application to relocate storm piping serving 2480 Newfield Road after staff said the proposal must be revised to avoid a proposed septic leach field; the applicant has until the February meeting under a statutory decision deadline.
The Torrington Inland Wetlands Commission on Jan. 7 tabled an application from Jonathan Miller to relocate storm piping connected to a 15-inch reinforced concrete pipe (RCP) that originates across Newfield Road.
In a staff summary, Inland Wetlands Enforcement Officer and Assistant City Planner Nate Nardi Cyrus said the application stems from a failing septic system that received a permit for a new installation but was later obstructed when stormwater was routed across the area reserved for the leach field. "There had been a failing septic system, that had received a permit for, for a new installation," Nardi Cyrus said, explaining the routing made the originally designed system infeasible and prompted the stormwater reroute request.
Nardi Cyrus told the commission that the applicant had retained engineer Bill Colby to prepare a new design but had not yet submitted final plans. He also said the application was approaching a statutory deadline for the commission to act by the February meeting. "So they only have until the next meeting, to, you know, to get everything to your satisfaction for approval. Otherwise, the recommended it's recommended denial for that application, and they have to resubmit," he said.
Commission members moved and seconded a motion to table the application to allow the applicant time to complete revised plans. The motion carried by voice vote; the meeting transcript records the vote as "Aye" and "Motion carries," but does not list a roll-call tally.
The commission record notes the application must either be completed to the commission's satisfaction before the February meeting or be denied and resubmitted. No formal conditions were adopted at the Jan. 7 meeting.
Next steps: the applicant must provide revised engineering drawings and any required supporting materials in time for the commission's February meeting.
