Town staff to review EMS-fee changes after state legislation; ambulance ordinance amendment expected

ST JOHN, Jan. 8, 2025 — Town staff told the St John Town Council that recent state legislation affecting emergency medical services (EMS) funding requires review and likely revisions to the town’s ambulance-fee ordinance.
"There's been some recent changes to legislation regarding EMS funds. We're currently analyzing the changes and seeing if there's going to be any impact on the fees that we charge through the EMS," said Joe Svetnoff. He told the council staff will work with the town manager, the fire chief and other personnel to make corrections to the ambulance-service ordinance and bring the matter to the council at its next regular meeting.
Svetnoff and other staff said the state has issued guidance that includes a calculation related to rates but did not fully explain the methodology, and staff intends to confirm the formula and ensure the town remains in compliance. At one point in the discussion a staff member said, "The rates can't be over 4%," but speakers also noted the state calculation is technical and needs review; the meeting record does not show a final determination of a cap or a new fee level.
No formal action or vote was taken on EMS fees at the Jan. 8 meeting. Council members asked staff to return with a revised ordinance; staff listed the item for the council’s next regular meeting agenda.
