Dorsey told the board the village solicited six proposals and received two; HBK was the highest-rated proposer and the lowest-cost bidder for a representative "bucket" of expected annual work. "HBK was quite a bit cheaper," Dorsey said of the comparison to the other bidder.
Dorsey said HBK has held the village contract for decades, enters completed work directly into the village's cloud-based asset-management system, and committed to hold prices for the initial three-year term. Staff recommended budgeting a small contingency and limiting 2026 and 2027 expenditures to amounts approved in future budgets.
A motion "to concur with staff recommendation" to award the contract was made and seconded on the record; the clerk called the roll. Trustees Dante, Filippone, Gens, Grossi and Matuszak voted "aye," and the motion passed.
The contract is to be performed by a licensed Illinois plumbing contractor employing licensed plumbers; the village will authorize expenditures for future years via subsequent budgets and will consider two additional one-year renewals with agreement from both parties.
