Greeley City Council approves consent items, annexation exclusion and police-sergeants contract amendment

Greeley City Council on Jan. 7 voted unanimously to approve a batch of consent items, adopted a resolution to authorize the city attorney to initiate a court action to exclude annexed property from Front Range Fire Rescue and approved a first amendment to the Greeley Police Officers Association (GPOA) collective bargaining agreement that incorporates police sergeants into the bargaining unit for 2025–2027.

The consent agenda approved by roll call covered approval of prior meeting minutes and several administrative housekeeping items, including designating the City of Greeley website as the official posting site for council and boards-and-commissions notices and the reappointment of a Weld County representative to the Greeley Weld County Airport Authority. The council voted to approve items 9–12, 14 and 15 by roll call; the consent motion passed unanimously with item 13 pulled for separate consideration.

The council then considered item 13, a resolution authorizing the City of Greeley to provide fire protection service to an annexation identified in exhibit A and directing the city attorney to commence court proceedings to exclude that property from Front Range Fire Rescue. City staff clarified that, under the city charter, the council must authorize the city attorney to file the exclusion action so owners of newly annexed property are not double taxed; the exhibits are completed as part of negotiations with the fire district attorneys and the matter proceeds to district court for final approval. On the public hearing and second-reading ordinance (item 17), the council adopted a first amendment to the Greeley Police Officers Association collective bargaining agreement to include police sergeants in the bargaining unit effective Jan. 1, 2025, through Dec. 31, 2027. The amendment sets sergeant salaries in 2025 at the amount previously budgeted (4% for 2025) and provides 4% salary increases in 2026 and 2027; it also corrects a drafting error in the 2025–2027 CBA. The council voted to adopt the ordinance and publish with reference to title only by roll call, 7–0.

Two additional procedural motions passed at the meeting. The council authorized the city attorney to prepare required resolutions, agreements and ordinances reflecting council actions by voice vote, and later voted (roll call) to hold an executive session for the purpose of receiving legal advice and instructing negotiators under Colorado law; the executive-session motion passed 7–0.

The council recorded no dissenting votes during the formal actions taken on Jan. 7. Several council members asked staff follow-up questions about the annexation exhibits and the CBA drafting correction; staff said the exhibits and further documentation would be completed as the legal process advances and that the drafting error was grammatical in nature.
