Sound Transit work near completion on several Federal Way segments; Tacoma Dome Link DEIS comment period open

Ken Smith, Sound Transit liaison in Public Works, briefed the committee on project progress across Federal Way.
Smith said work north of 317th and outside the city center is mostly wrapping up: communications and electrical testing, frontage improvements on Military Road, stormwater and emergency access punch work, and traffic mitigation on South 272nd. In the City Center, the final roundabout leg at 23rd and 317th is underway in temporary traffic configurations ahead of a permanent alignment; sidewalks, curbs, lighting, and site furnishings are being completed. Final artwork installation at the new station is expected in 2025.
For the operations and maintenance facility south and the end‑of‑line bus facility, Smith said final site and punchlist work is nearly complete and that right‑of‑way vacation and development agreements are in progress. He also reported coordination with BPA on transmission‑line relocation and noted the Tacoma Dome Link Extension draft environmental impact statement (DEIS) comment period is open (Dec. 13–Feb. 10). Sound Transit is expected to present the DEIS to City Council at the Jan. 21 study session.
Council members raised traffic and safety concerns at the 23rd/317th configuration; staff said they are tracking citizen complaints and working with Sound Transit on potential changes. Council members also discussed surplus station parcels, contamination issues on some parcels (former dry‑cleaner site and a parcel requiring mitigation by BP), and the timing of RFPs for transit‑oriented‑development parcels in mid‑February; staff said they will follow up with Sound Transit and can request a presentation on TOD RFP timing and parameters.
Next steps: Smith said staff will return with additional details at the Jan. 21 council meeting/study session and will follow up on requests for property buyer lists and TOD RFP coordination.
