Council approves development agreement with Pierce County Library System for new Sumner branch

The Sumner City Council voted unanimously Jan. 6 to authorize a development agreement with the Pierce County Library System for a new Sumner branch.
"Before you tonight is ordinance 2915. It's a development agreement between the city and the Pierce County Library District," City Attorney Andrea Marquez said in presenting the item. Marquez explained the district passed a bond measure in 2023 to fund the project and that the development agreement (DA) vests the project to the local land‑use regulations and the 2024 impact fee schedules in effect at the time the DA is executed. "The specific DA before you this evening will vest the library to the current version of the land use regs and the 2024 impact fee schedules," Marquez said.
The DA also requires specified parking, screening and safety measures, and obligates the library to provide an exclusive space within the building to communicate Sumner's history for a period of no less than 50 years. Marquez said the proposed DA term is five years with an option to renew for an additional five years.
Why it matters: The DA gives the Library System certainty on applicable land‑use rules and fees and gives the city an opportunity to negotiate site and design requirements for a public facility in the downtown area.
Action: Council member Beteto moved to approve Ordinance 2915; the motion was seconded and the ordinance passed on unanimous roll call (7–0).
