One commissioner asked whether a $75,000 grant with a $75,000 match would be exempt; staff replied that such a match "would apply" and would need to follow the tabling process unless the amendment met the proposed exemption. Commissioners noted that missing a two-meeting deadline could delay action by a month or more and that the board needed clarity about which grants should be introduced at the first meeting to allow approval at the second.
Staff said the amendment’s intent is to avoid last-minute surprises that affect the general fund while allowing straightforward revenue-neutral grant actions to proceed without artificial delay. The board did not take a formal vote on Rule 27 at the work session and indicated the item would return for decision at a later meeting.
