Casper council elects Pacheco mayor and McIntosh vice mayor; Pollack serves briefly as mayor pro tem

The Casper City Council on Jan. 7 appointed Councilor Pollack as mayor pro tem and then elected Councilor Pacheco as mayor and Councilor McIntosh as vice mayor for calendar year 2025. Councilors cast the formal votes and the city clerk administered the oaths of office to the newly elected mayor and vice mayor.
The mayor pro tem appointment came first so the council could run the roll call and elections. The motion to appoint Councilor Pollack as mayor pro tem passed with one abstention recorded for Councilor Pollack and the remaining councilors voting in favor. Following roll call, the council voted to elect Councilor Pacheco as mayor; the motion passed with Mayor Pacheco abstaining and all other councilors voting aye. The council then elected Councilor McIntosh as vice mayor; one abstention was recorded and the motion carried. The city clerk subsequently issued the oaths of office.
In remarks after the oath, Mayor Pacheco outlined immediate priorities. "As a council, our strength lies in collaboration," Pacheco said, and added the council will implement "priority based budgeting" this year. He identified addressing the city's aging infrastructure and deferred maintenance as a "critical priority" and highlighted the city's recent success in securing grant funding and national recognition for financial management. "We have much to celebrate and even more to look forward to," Pacheco said.
Councilors and outgoing members offered brief comments of thanks before and after the elections. Outgoing Councilor Sutherland and outgoing leadership were acknowledged by colleagues. The newly seated councilors — Sweeney, Larson and McIntosh — received oaths and took their seats before council continued with the meeting.
No additional formal actions were taken in the leadership portions beyond the appointments, votes and oaths.
Looking ahead, Mayor Pacheco said the council will focus on building relationships with state legislators to secure funding for infrastructure and other priorities and pledged a collaborative approach in the coming year.
