The City Council voted unanimously, 7-0, on Jan. 6 to accept as city streets six road segments in the Park North Cascades subdivision (Waterfall Drive — portion from Portland Road to Creeksedge Drive — Creeks Edge Drive, Lodge Drive, Mineta Drive, Roaring Rock Road, and Quarry Lane) under Chapter 186 standards. The motion was made by Councilor Gunn and seconded by Councilor Burman.
Developer Elliot Chamberlain of Park North Development LLC requested the acceptance during the meeting; the planning board had made a unanimous positive recommendation on Dec. 3, 2024, contingent on finalization of the city engineer's punch list. City staff reported the developer had since responded to and satisfied the engineer and public works department.
Councilor Hatch asked who is responsible for ensuring performance guarantees are in place and can be drawn down if needed. Assistant Planner Shannon Chisholm explained the city's typical process: applicants submit a cost estimate worksheet; the Department of Public Works reviews it; the developer either obtains a bank letter of credit for 150% of the estimate or posts a cash financial guarantee of the same percentage. "At that point, the planning department is responsible for any sort of draw downs," Chisholm said, adding that draw‑down requests are verified by DPW field inspectors and engineers and that the final signature for a draw is required from the city administrator.
Why it matters: Acceptance transfers maintenance responsibility for the listed streets to the city and follows standard municipal procedures that rely on developer guarantees and inspection verification. The council's acceptance moves recordation and maintenance obligations to city departments.
Next steps: Staff will proceed with recording the accepted streets and internal follow‑up as needed; the planning and public works departments will continue to administer any bonding or warranty provisions per Chapter 186.
