Fuquay Varina approves $1.88 million pedestrian-improvement contract, board adds $1.8M budget amendment

The Fuquay Varina Board of Commissioners on Monday approved a construction contract for the downtown pedestrian improvements project (BL-0022) and a related budget amendment to cover increased project costs that arose since the work was first estimated.
Engineering staff presented the project and the low bid from Holland's Construction Services Inc. The contract award is for $1,882,867; staff also requested a budget amendment and project-ordinance amendment totaling $1,800,000 to cover the shortfall. Engineering Director Matt Poland said the work includes curb, gutter and sidewalk construction, storm drainage improvements and minor pavement widening along Randall Road and North Street from Broad Street to Fuquay Varina High School.
Poland described the cost increase as tied to inflation and supply-chain impacts since the project was originally estimated and awarded in 2021. "Those cost estimates got really long in the tooth during COVID, and then construction prices just went through the roof. Inflation, delays," Poland said.
The project is an 80/20 match with CAMPO (Capital Area Metropolitan Planning Organization) expected to pay 80% and the town 20%. Staff said the town will temporarily use fee-in-lieu accounts to cover overages while it seeks supplemental funding from CAMPO; any supplemental agreement from CAMPO will be brought back to the board for approval.
A motion to approve the budget amendment, the project ordinance amendment and the contract award carried by voice vote.
Poland said construction is expected to begin once contracts are executed and that the town is coordinating reimbursement discussions with CAMPO.
