Public commenters urge White Cane Day recognition, covered pickleball courts and flag inconsistencies in Fidalgo Park District ballot language

Several members of the public addressed the council during the Oct. 13 meeting about three separate items: White Cane Day and pedestrian awareness; a request for covered pickleball courts; and concerns about the wording of the ballot proposition and underlying Resolution 31-84 regarding the proposed Fidalgo Metropolitan Park District (MPD).
Colette and Andrew (Andy) Arvidsson, representing the Anacortes Lions and the Washington Council of the Blind, described White Cane Day events and outreach. Andy Arvidsson explained how a white cane is a mobility tool that helps people with low vision navigate and urged drivers and the public to stop for people using white canes or guide dogs. He invited council members to participate in a demonstration and noted a county proclamation in Mount Vernon the next day.
Catherine Strandberg urged the city to pursue covered pickleball courts, saying the sport serves all ages and a covered facility would be particularly important in Washington’s climate. She said Mount Vernon’s covered courts are heavily used and asked staff for next steps; councilmembers directed her to Parks Department staff who are working on pickleball issues.
Two speakers raised concerns about the Fidalgo Metropolitan Park District ballot and accompanying Resolution 31-84. One commenter, Shiwa Moo, said the resolution language and the ballot materials appeared inconsistent — specifically citing the use of the word “campus” in the ballot proposition’s description of the Fidalgo pool and fitness center and noting duplicate section numbering in the resolution. Another commenter, Suzanne Roner of “Acordis,” said the ballot’s use of “campus” is not defined in the MPD statute (RCW 35.61) and argued the proposition language and the resolution should align precisely to ensure legal clarity for voters.
Council received the comments; no council action was taken during the public comment period. Staff did not announce any immediate changes to the ballot materials during the meeting; council members accepted the comments for the public record and staff follow-up.
