Solano County supervisors re-elect Mashburn as chair, keep pro tem slot and vote to bring standing committee work to full board

The Solano County Board of Supervisors on Tuesday re-elected Supervisor Mitch Mashburn as chair and kept the chair pro tempore position, then adopted a set of appointments and a procedural direction to staff aimed at increasing transparency around outside entities and board subcommittees.

The vote reaffirms the board's leadership for the coming year and signals a change in how some standing committees will operate: several previously standing supervisor committees will no longer pre-screen items before the full board and staff were directed to bring those matters to the entire board instead.

The reorganization matters because it affects who sets meeting leadership and how the board will consider committee-level recommendations going forward; the board also asked county counsel to contact partner organizations that receive county funds to confirm compliance with public-access rules.

During the nominations portion of the meeting, a motion to "move that Supervisor Mashburn continue being chair and Supervisor Brown become the vice chair" was made by Supervisor Vasquez. "There has to be a better way of getting that agenda out," Vasquez said during the debate, adding that he could not find meeting minutes or bylaws in some cases.

Supervisor Mashburn said he did not support eliminating all committee assignments; instead the board agreed to a compromise: several standing supervisory committees will be "struck" as routine pre-meeting venues and those topic presentations will be brought to the full board so all five supervisors receive the same information at once. The board clerk and county counsel were directed to help develop a process so staff and supervisors receive agendas and minutes for outside boards in a consistent way.

On a consolidated motion, the board approved the appointments and the procedural direction asking county counsel to contact outside organizations about public-access compliance; the clerk recorded the motion as adopted by a 5-0 vote.
