The ordinance committee voted to recommend that the full City Council grant a residency waiver allowing Jane McNulty, a grant writer in the finance department, to continue serving Brockton while living in West Bridgewater.
Mayor Robert S. Sullivan opened the discussion by describing McNulty as a productive employee who helped the city identify and secure grant funding, and asked the committee to support a waiver to retain her services. McNulty told the committee she has worked for the city for one year and said she has secured more than $1,100,000 in competitive grant funding and has more than $11,500,000 in pending requests. She also said she helped secure the city’s largest community compact grant to date and recently obtained roughly $790,000 from the Department of Public Health; she said she submitted commute-project (formerly earmark) requests totaling about $20,600,000 still pending.
Councilors who spoke in favor said McNulty's local ties and grant results justified a waiver. Councilor Reneck described a similar past personnel situation and said he would be "on the right side of history" by approving a waiver. Councilor Isaac and others also said they would support McNulty.
A motion to recommend the waiver favorably was made, seconded and carried. The committee recommendation will be forwarded to the full City Council for final action.
