Board reviews policy updates on public participation, child‑abuse reporting, foreign exchange and other matters

The school district’s policy team briefed the board Jan. 7 on a package of recommended policy updates prepared during the fourth quarter of 2024 and scheduled for public posting and later adoption.

Policy manager Michael Parenteau described 11 policy updates moving forward at the work session and 22 items still in progress. Key proposed changes highlighted at the meeting included updates to public-participation rules in light of recent case law, a required parental version of the Fortify Florida student-safety training (per Department of Education direction), clarification of timelines and procedures for agenda submissions, and additions tied to security-plan drill-record retention.

Parenteau said the public‑participation policy revisions aim to align the district’s rules for limited public forums with recent appellate guidance, defining terms such as “abusive,” “threatening,” “obscene” and “profane” and explaining when interruptions or removal are permitted while maintaining viewpoint neutrality required by the First Amendment. The policy update package also removes ESSER as a funding source where no longer applicable, sets expectations for foreign-exchange student diplomas (students enrolled only for one year are not eligible for district diplomas), and reflects statutory changes related to district duties in collective-bargaining contexts.

Board members asked practical questions about drill records, school‑resource-officer contact information on school webpages, and clarifying language in the code of student conduct for on‑ and off‑campus threats. Staff agreed to correct a small typographical error identified by a board member and to consider making SRO contact information easier for families to find on school websites. Parenteau said policy revisions will be posted for public notice and return to the board for formal adoption after the public-comment period.
