Commissioners prepare first reading to make Richardson Street a no‑parking zone countywide

County attorneys brought forward a corrected ordinance for a first reading that would designate Richardson Street as a no‑parking zone along its entire length from Kilgore Road to Dobbins Mill Road.

County Attorney Windham said the draft before commissioners corrects a prior labeling error (Richardson Road vs. Richardson Street) and expands the existing no‑parking designation from a single side of the Dobbins Mill segment to both sides for the full route. Windham said the change reflected discussions with Public Works staff and a commissioner and was in response to resident complaints about obstructive parking.

Commissioners discussed whether the county should adopt a more uniform policy on parking along county roads rather than handling complaints on a street‑by‑street basis. One commissioner noted that county ordinances currently list specific roads or segments where parking is prohibited and suggested staff research how peer jurisdictions handle parking on county right‑of‑ways. Another commissioner urged care in applying blanket bans that could affect neighborhood gatherings and events.

Windham said the item would move as a first reading and that staff would check other jurisdictions and return with recommendations. No vote on the ordinance adoption was taken at the workshop; the item was scheduled for the formal meeting process as the ordinance’s first reading.
