Commission reorganizes leadership, adopts rules of procedure and revises 2025 meeting calendar

At its Jan. 7 meeting Morgan County commissioners elected leadership for 2025, adopted amended rules of procedure and revised the commission calendar for 2025. Several consent-agenda items were approved and housekeeping changes adopted.
At the first meeting of 2025 the Morgan County Commission elected a chair and vice chair, updated its rules of procedure and adjusted the 2025 meeting calendar.
Commissioners nominated and voted to install Commissioner Wilson as chair and Commissioner Nickerson as vice chair for 2025. The vote took place at the meeting's opening; the record shows the commission called the question and commissioners voted in favor.
The commission then discussed, amended and approved Resolution CR 25-02, the Morgan County Commission rules of procedure. County staff identified several technical updates to reflect the county's current five-member commission (rather than previous seven-member language), clarified how items may move from work sessions to the consent agenda if properly noticed under the Open Meetings Act, and added a cross-reference to Utah Code 52-4-204 regarding closed-meeting procedures. The commission adopted CR 25-02 as amended by voice vote.
Commissioners also approved a revised 2025 commission calendar (CR 25-303) to correct a December date and to move the November meeting date off a local election; commissioners approved the schedule changes by motion.
Consent items that remained on the consent agenda were approved by voice vote after two items were removed by a commissioner for separate consideration. The commission recorded no conflicts of interest and then moved to the action calendar.
Why it matters: Rules of procedure govern how the commission conducts business, notices meetings and handles closed sessions; the adopted changes bring the county's rules into alignment with current commission size and with state statutes. Calendar changes affect public notice and scheduling for the rest of the year.
What's next: The amended rules will be posted as adopted and used to guide meeting conduct in 2025. Staff said other clerical references in county documents will be brought into alignment with the adopted changes.
