County to seek new contract for animal services after River Valley Vet requests $500 increase; staff to issue RFP

River Valley Vet asked Morgan County on Jan. 7 for a $500 monthly increase to the 2025 allotment for housing and caring for animals sheltered under the county's animal-services arrangement. Jason Lott, speaking for River Valley Vet, said rising costs for labor, utilities and maintenance justify the increase and described the kennel capacity and services the vet clinic provides.
Lott told commissioners River Valley Vet currently provides eight kennels and outdoor runs, cares for animals morning and night, and handles health needs while animals are sheltering. He said the operation handled approximately 56 animals last year. Lott said the requested $500 increase responds to higher water, sewer and tax bills and to maintenance demands at the facility.
County staff and commissioners discussed procurement rules. County counsel and procurement staff said a new contract or a request-for-proposal (RFP) is required if annual payments exceed the $5,000 threshold. Planning and sheriff's office staff noted prior efforts to solicit bids from neighboring counties and private providers; several jurisdictions declined to bid. County staff said the last formal written agreement on file dates to 2002, with a 2017 letter setting a month-to-month arrangement. Commissioners and the sheriff noted the service provider has been cooperative and reliable.
Commissioners directed staff to prepare and post an RFP for animal-sheltering services. In the interim, the commission agreed to continue monthly payments at River Valley Vet's requested increased rate beginning Jan. 1, 2025, unless the commission wants to negotiate different terms while the RFP work proceeds.
Why it matters: The county lacks a contemporary signed contract for animal-sheltering services and must follow public-procurement rules for services above the $5,000 annual threshold. The provider flagged rising operating costs; commissioners sought a competitive procurement process while keeping animal care uninterrupted.
What's next: County staff will prepare an RFP that specifies desired service levels (kennel capacity, animal care, holding and quarantine capabilities), procure according to county rules and report back to the commission on timelines and recommended contract length. Commissioners said they will continue interim payments to River Valley Vet while procurement proceeds.
