Cortland council approves fuel bid advertising, appointments and $200,000 advance to police levy

The Cortland City Council on Monday approved a package of ordinances and resolutions and confirmed three mayoral appointments, including a $200,000 cash advance from the general fund to the police levy fund.
The council voted to advance $200,000 from the general fund to the police levy fund (Resolution R-05-25). Finance Director Patty said the amount will be returned from tax collections: $100,000 from the first collection and the remainder from the second collection. The measure passed on a roll-call vote recorded as yes from the council members present.
Other actions the council approved by roll call included: - Ordinance O-72-24 (third and final reading): a $6,814.41 annual subscription fee to Lexipol for the police department — approved. - Ordinance O-72-24 (second reading, zoning): rezoning 0.2170 acres behind 136 Saint Andrews in Walnut Run State Phase 2 from R-15 to R-12 residential district — advanced on second reading. - Ordinance O-75-24 (second reading) and an amendment to O-20-27: changes to the Cortland business façade grant program, including rollover of unused façade grant funds year to year — advanced on second reading. - Resolution R-01-25: adoption of the council’s rules and regulations based on Robert’s Rules of Order — approved. - Resolution R-02-25: appointing Patricia Gibson to serve as Clerk of Council for the 10th Court in the absence of the Clerk of Council — approved. - Resolution R-03-25: authorizing the Clerk of Council to advertise for sealed bids for regular and premium gasoline and oil for city vehicles — approved. - Resolution R-04-25: authorizing sale of surplus municipal property by internet auction or direct sale to public entities under Ohio Revised Code §721.15(B) — approved.
The council also approved mayoral appointments and reappointments: Frank Thorte to the Planning, Zoning and Building Commission (term ending Dec. 31, 2029), Susan Fell to the Parks and Recreation Board (term ending Dec. 31, 2029), and attorney William Brooker to the Board of Zoning Appeals (term ending Dec. 31, 2029). Each appointment was adopted by roll call.
Near the end of the meeting Council Member Kevin (first name recorded as Kevin in the transcript) made a motion to adjourn into executive session for the purpose of discussing employment contracts and to invite the mayor, law director and service director; the motion passed on a roll-call vote. The council said no formal action would be taken during the executive session and that the meeting would reconvene only to adjourn.
