Council puts new solid-waste contract negotiations on consent, directs staff to negotiate

Staff told council the city’s current solid-waste contract (the 2018 agreement) expired at the end of June. At the last competitive procurement in 2018 the council had bid several service options (carts, recycling frequency, brush collection, household hazardous‑waste events). Waste Management won that procurement with a low bid and has met the city’s service requirements, staff said. Staff recommended negotiating a new contract with the incumbent and adjusting contract language to address fuel surcharges and other operational terms.
Council discussion acknowledged the pain of the 2018 transition for some residents and emphasized the need for competitive rates; staff said the city’s rates remain competitive versus peer cities. By approving the consent agenda, council formally authorized staff to seek a negotiated contract with Waste Management and to return to council if negotiations failed to produce reasonable terms.
What happens next: City staff will begin negotiations and return to council with either a negotiated contract for approval or a recommendation to rebid if suitable terms cannot be reached.
