Commissioners approve $37,450 change order for Clark Farm Road design, county engineer recommends added paving

Brad Deal, Bullock County engineer, told the board designers identified a low-lying area that holds water during rain events. The change order covers two elements: preparing a plat and adding a drainage easement to discharge stormwater to a nearby wetland (estimated $3,250), and engineering work related to upsizing cross-drain pipes under Clark Farm Road that creates a need to build up and pave an approximately 1,900-foot section of adjacent W.D. Peacock Road (design and permitting for wetlands, estimated $34,200). Deal said paving the short section of W.D. Peacock Road would reduce ongoing dirt-road maintenance and sand intrusion into the drainage structure.
Deal estimated, without bids, that paving the 1,900-foot section could cost roughly $350,000; he estimated construction for the entire Clark Farm Road project could be in the $2 million to $2.5 million range (his estimate centered near $2.25 million). Deal told commissioners the county currently has about $600,000 in T‑SPLOST funds budgeted this fiscal year for the project and roughly $500,000 planned next fiscal year, and cautioned that recent bid pricing suggests costs likely will exceed earlier budgets.
Commissioners had no public opposition; the board approved the single change-order motion to Parker Engineering by unanimous vote.
Deal said the design work will include required wetland permitting where applicable and that right-of-way negotiations could be needed to straighten a sharp curve on W.D. Peacock Road if property owners agree to a shift. No construction contract was awarded at the meeting; the action approved design-work funding only. The board did not set a construction schedule or commit construction dollars beyond the design change order approved at this meeting.
