Finance Committee recommends $381,800 contract for Happy Jack landfill litter-fence maintenance

The Cheyenne Finance Committee on Jan. 6 recommended a three-year contract with Alco Fence Company Inc. not to exceed $381,800 to maintain and provide emergency repairs for the Happy Jack Landfill litter fence.
Adele Bartel, Public Works staff engineer, said the contract is based on line-item cost estimates from Alco Fence and listed year-by-year not-to-exceed amounts of $122,500 for calendar year 2025, $127,800 for 2026 and $131,500 for 2027.
Sam Quattarini, landfill manager, described the fence as about 40 feet tall and roughly 250 feet long and said it encloses the east section of the landfill where wind typically deposits litter. Bartel clarified that the contract covers that specific tall litter fence only; other perimeter chain-link fencing is maintained by city staff or via smaller repair contracts as needed.
The motion to accept the bid not to exceed $381,800 for three years was moved by Finance Committee member Roybal and seconded by Finance Committee member Esquivel; the committee recorded a unanimous recommendation to adopt at the next governing-body meeting.
