Parks staff presented the bid analysis and said a review committee ranked RL Construction—the contractor building the Miller Park pavilion—as the preferred proposer. The recommended scope includes the parking lot and a pavilion with restrooms and a kitchenette inside the building (alternate 1). Parks staff said an open-air pavilion with separate restrooms (alternate 2) was less desirable for management reasons and that the walking trail (alternate 3) was priced higher across bidders and should be procured under a separate contract.
Staff said funding will come from previously allocated county funds and available ARPA monies; commissioners agreed to reserve additional set-aside funds for a future walking-trail contract if needed. The award was made contingent on a positive MWBE compliance report from county procurement staff.
A commissioner asked whether lighting and maintenance arrangements would increase the county’s ongoing costs; staff said lighting is typically handled via a maintenance agreement to limit upfront capital costs. The board approved the contract award and contingency allocation by voice/show-of-hands vote.
