Council adopts revisions to planning commission bylaws and replaces chapter 18.04 of city code

City Administrator Sabrina Combs told the council on Jan. 7 that staff brought two linked items—Resolution 25-1 and Ordinance No. 2015—to revise planning commission procedures and the municipal code governing the commission. The council adopted both items unanimously.
The changes: Combs said the updates standardize the interview process for advisory-board appointees, add clear remote-attendance requirements, provide for an orientation for new appointees and adjust dates tied to the council’s revised workshop schedule. “We have some standard interview questions that we presented during the workshop,” Sabrina Combs said, and staff will work with liaison staff to add questions where needed.
Why it matters: Council members said the reforms aim to reduce turnover on the planning commission and make volunteering more meaningful. Council Member Stuckey said the commission had been “a revolving door” and welcomed measures to help applicants understand the work. Development Services Director David Cool confirmed the revisions will help when the planning commission is engaged in long-range projects such as the comprehensive plan.
Council action: Mayor Pro Tem moved to adopt Resolution 25-1; Council Member Romero seconded and the resolution passed unanimously. The council then voted to adopt Ordinance No. 2015, repealing and replacing Oak Harbor Municipal Code chapter 18.04 (planning commission); the motion was moved by the Mayor Pro Tem and seconded, and the ordinance passed unanimously.
Implementation: Staff said operating procedures will standardize interviews (the mayor or designated appointee may conduct interviews) and that orientation and training requirements will be implemented with staff liaisons. The city also plans to roll similar procedures out to other advisory boards and commissions as appropriate.
Outcome: Both the resolution and the ordinance took effect upon adoption; staff will schedule orientation and update administrative procedures.
