The Plan Commission recommended approval of both the preliminary and final plat to subdivide 2930 and 2950 Duffy Lane into three individual single‑family lots, subject to conditions in the staff report and required recorded easements.
The commission’s recommendation, made during the special meeting on Jan. 6, 2025, follows staff analysis that the proposed three lots would conform to the village’s single‑family lot‑area standards and would not require zoning variations.
Director Witt summarized the staff review, saying the two parcels (one a flag lot) are located in the village’s single‑family residential district and that the proposed lots “conform to the R1 district requirements for lot area.” Witt told commissioners that four wetlands were mapped on parcel 1 and that the village wetland engineer had reviewed the drawings and determined the project is “in general conformance with Lake County Watershed Development Ordinance.”
Witt said sanitary installation would not affect wetlands, but the proposed water line would cross a wetland at the north end of the properties; that crossing will be installed by directional boring to avoid surface impacts. He also told the commission that installation of the water line will “affect the critical roots of trees along the property lines” adjacent to 2960 Duffy Lane and that mitigation will be addressed at the time of site‑development permitting. Staff recommended that the final plat be signed only after the conditions in the memo are satisfied and that the applicant record a utility easement connecting the subdivision stormwater line to Lincolnshire’s stormwater system.
The applicant, identified in the packet as Dwayne Chudy of 17 Dukes Lane in Lincolnshire, spoke briefly and thanked staff and commissioners: “I just wanted to thank everybody… other than that, I’m just here for questions.” No substantive questions were raised by commissioners at the hearing.
After a motion to recommend approval and a second, the commission conducted a roll call. Commissioners present voted in favor and the matter was approved with the condition that the applicant comply with the items in the staff report, provide the recorded utility easement at the northeast corner of 2990 Duffy Lane and on the east side of 17 Dukes Lane, and resolve the mitigation measures identified for trees and wetlands prior to final plat sign‑off. The final plat must be signed before the village board will consider the subdivision.
The approval is a recommendation to the village board; final municipal action will occur only after staff confirms compliance with the listed conditions.
