Board reviews institutional liaison seats; staff to confirm committee formats and public-notice practices

Dr. Ken Savage led discussion of institutional liaison seats and advisory committees at the Jan. 7 workshop, asking the board to confirm representatives to various community and advisory boards and to clarify committee operating practices.
Board members confirmed a recommendation that the District Advisory Council (DAC) have a single board liaison (with the rest of the board invited to attend meetings) and that any subcommittees convened by DAC be separately noticed and treated as public meetings under the Florida Sunshine law. Attorney Kathy Dupree Bruno explained that breakout-room-style subcommittee meetings must be noticed, have minutes and be open to the public to comply with state public-meeting rules; the board discussed prior issues where DAC breakout groups met simultaneously and limited public access.
Board members volunteered and confirmed liaisons by consensus for institutional seats including the audit committee, ISOC (surtax oversight) and school-health advisory roles; the board asked staff to follow up with two external groups (Uncommon Friends and Learning for Life) to confirm whether they still request a formal board-liaison seat and whether the organizations are actively awarding scholarships or otherwise partnering with the district. Dr. Savage said staff will provide additional details in one-on-one meetings before formal appointments are finalized.
The board also designated a liaison to meet with Bonita Springs city officials (following legal counsel dvice) regarding Bonita Springs Elementary; board members assigned Mr. Bridal as the board esignated liaison for that meeting.
