Planning commission approves final master development plan for Lookout Crossing specific plan district

The Planning Commission on Jan. 2 voted unanimously to approve the final master development plan for the Lookout Crossing specific plan district, a zoned district that establishes a site-specific master plan in place of standard zoning rules.
"Staff does recommend approval of this final master development plan," said Candace (staff member), who presented the application. She said the final plan does not include significant changes from the preliminary master plan that the commission and the Board of Mayor and Aldermen approved in October.
The final submission included an updated traffic study and a tree preservation plan. An engineer with the project (identified in the packet as CSR) told commissioners the traffic study recommends monitoring the William A. Batson Parkway and Euclid Road area and that signalization at that intersection should be implemented as part of the city's future plan. Commissioners also discussed tree preservation; Candace said the final master plan contains a tree preservation plan and that the detail will be further refined in phased landscaping plans.
Commissioners asked about timing and cost responsibility for any future signalization. Staff said the signal is in the city's plan and would be implemented through the city's capital program; the transcript records the suggested build-out for the development as five years. The motion to approve passed with all nine members voting yes.
