Jackson County approves final voucher to close out Y-61 HMA overlay project

Jackson County supervisors on Jan. 7 unanimously approved the final voucher to close out the Y-61 HMA overlay project after the contractor signed off.
The final voucher authorizes release of the project retainage and closes the contract in the county’s end-of-project (EOT) system, County staff member Jane Schackle told the board. Schackle said the project exceeded the bid estimate for two main reasons: the contractor earned higher-than-expected incentives for pavement smoothness, and flagger and pilot-car costs exceeded the Department of Transportation estimate.
“Long story short, the road turned out really smooth, and they get an incentive for that,” Schackle said. “That was more than what we estimated during bidding time.” She added that the county submitted the project for a smoothness award; whether the contractor receives an award or only acknowledgment was not yet known.
The board first tabled the voucher at an earlier meeting because the contractor had not yet signed the closeout paperwork. Schackle told the board the contractor signed as of the morning of Jan. 7; Supervisor Nen Fleagle moved to untable the item and Supervisor Mike Steinus seconded. The board then voted to approve the final voucher; the motion carried unanimously.
The board did not vote on additional funding or amendments to the original contract; the action recorded was the release of retainage and final approval to close the job in county records.
Following the vote, Schackle summarized that the county will finalize closeout paperwork with the contractor and the EOT system. No further schedule for related work was announced.
