The City Council received a public hearing on a proposed annexation called "Saguaro" — about 1,271 acres located between Selma Highway and Interstate 8 along South Thornton Road — but took no action Monday.
Planning staff said the proposed annexation is composed of 25 parcels owned by two landowners, including Pinal County (which has an agreement with Lucid for a lease‑purchase) and Thornton Corridor LLC. Staff said the annexation areas meet the city's statutory requirements and are logical additions to the city boundary.
City staff reviewed the annexation process under Arizona law, noting that a blank petition and annexation map were filed with Pinal County on Dec. 10, 2024, and a 30‑day wait period must lapse before signatures may be collected. Staff said petitions will require signatures that meet two tests: at least 51% of the landowners within the annexation area and 51% of the assessed value of the property. If those signature thresholds are met, the annexation ordinance and initial zoning will come before council for consideration; initial zoning would match existing county zoning, with subsequent zone‑change requests expected from the applicant (the staff presentation noted proposed I‑2 and B‑4 designations for parts of the area).
No public speakers addressed the annexation at the meeting. Council opened and then closed the public hearing and took no vote; staff indicated signature gathering may begin after the statutory waiting period ends on Jan. 8.
