Jacksonville Beach board approves variance allowing addition for elderly relative

The Jacksonville Beach Board of Adjustments on an undisclosed meeting date approved a variance for property owners Robin and Johnny Cotton at 823 23rd Avenue North to allow an addition that will increase lot coverage to roughly 52%.
The request was presented by Jill Kessner, agent for the applicants. Kessner said the project would create a small residence space for the Cottons’ elderly relative and that the addition “is gonna be the lot coverage once the 11 by 18 grama is constructed.” She added, “They’re trying to create a space for him so he'll have a place in their home.”
The variance sought relief from multiple portions of the land development code, as read into the record: Section 34-337 (lot coverage) for approval of 52% in lieu of 35% maximum, Section 34-337 (combined side yard setback) for 14.9 feet in lieu of 15 feet, a provision allowing no garage or carport in lieu of a required garage or carport, and a provision for no required parking spaces in lieu of two required spaces. The board opened the public hearing; no members of the public signed up to speak.
Board members questioned whether alternatives (for example removing pavers or using permeable surfaces) had been explored to reduce impervious lot coverage. Kessner said those discussions had not occurred and that the addition’s location was chosen for ADA compliance and mobility for the applicant’s father. One board member noted the property already exceeded the current lot-coverage standard and described the parcel as an undersized lot.
A motion to approve BOA 24-10085 was made and seconded. The roll-call vote recorded four yes and one no: John Mullen — yes; Jennifer Williams — yes; Matt (recorded as “Matt Nats” in the roll call) — no; Laura Tierney — yes; Owen Curley — yes. The board secretary announced the request was approved.
The approval allows the applicants to proceed with the planned addition under the variance conditions described in the motion. No additional conditions or a timeline were read into the record at the time of the vote.
