The Casa Grande City Council on Monday approved Ordinance 1178.456 to rezone about 2.5 acres near Florence Boulevard so Giddens Tire Pros can expand its operations.
Planning staff, represented by James Gagliardi, told council the parcel is along Florence Boulevard and had been zoned B‑2 historically, changed to multifamily residential (R‑3) around 2020, and now was proposed to revert to general business (B‑2). Staff and the Planning Commission concluded the change matches the community corridor category in the city’s general plan and is consistent with nearby commercial uses.
The applicant has not yet filed a site plan; any future development would require applicable applications and review by the Planning Commission, including a conditional use permit if automotive repair activities warrant it. At the Planning Commission meeting on Nov. 7 the commission unanimously voted 7–0 to forward the recommendation for approval to council. A resident who spoke to Planning Commission had raised a potential burrowing owl habitat concern to be mitigated at the development stage.
Councilmembers praised the property owner for cleaning and securing the vacant lot. The council adopted Ordinance 1178.456 by roll call vote with all members voting yes.
The ordinance amends Zoning Ordinance No. 1178 and assigns B‑2 zoning for the property generally described at 805 North Potterybaum Avenue. Further site‑specific approvals and any required mitigation for habitat or other conditions will occur when a site plan and any conditional uses are brought forward for Planning Commission review and council consideration.
