Natural Resource Board approves Environmental Stewardship Award framework, defers timeframe; elects chair and vice chair

The City of Sebastian Natural Resource Board on Jan. 7 approved a framework for a new Environmental Stewardship Award, agreed to name the award for Dr. Graham Cox and deferred setting the nomination timeframe to a future meeting.
Staff described the program as a point‑based nomination and judging process with three categories (youth, adult and group). The criteria would assess volunteerism, innovation, conservation and alignment with the Sustainable Sebastian plan, including documented environmental and socioeconomic impacts and whether the effort could be replicated. Staff proposed an initial application window of Feb. 15–March 15, with tabulation and recognition at the Earth Day/Arbor Day celebration, but several board members said that timeline is too short to reach schools and community groups. The board therefore approved the program framework but removed the application timeframe from the motion and asked staff to determine and report back with a schedule that allows adequate outreach.
The motion to approve the framework (with the timeframe to be determined later) passed by voice vote and was recorded as unanimous.
Other formal actions at the meeting included approval of the minutes from the Dec. 3, 2024 Natural Resource Board meeting and election of the board’s leadership. A motion to approve the Dec. 3 minutes passed by voice vote. Board members nominated Charles Edelman for chair and Thomas for vice chair; both nominations were approved by voice votes with no recorded nays.
Board members discussed publicity and outreach strategies for the awards, particularly the difficulty of soliciting submissions from local schools within a short window. Several members suggested launching or announcing the awards at Earth Day to give schools and community groups time to prepare applications. Staff said the board and staff will grade applications and select recipients; the board may also award special recognitions or superlatives beyond point totals.
No dollar amounts or procurement details were approved as part of this motion; staff said any purchases for awards or promotional materials would follow the city procurement process and return to the board as necessary.
