Council approves amendment clarifying debris removal payment steps to meet FEMA rules

The Oviedo City Council unanimously approved Resolution No. 4554-25 on Jan. 6, amending the city’s disaster debris removal services agreement to add an intermediate debris management site (DMS) step required by Federal Emergency Management Agency (FEMA) reimbursement procedures.
City staff said the amendment formalizes a two-step handling process: hauling debris from the right of way to a designated city DMS for compaction, inspection and counting, and then transporting compacted loads from the DMS to the landfill. Staff explained the original contract language had allowed a single pay item and that FEMA requires the intermediate step to be documented; the amendment breaks the pay items into the two separate steps but does not increase the overall fee schedule.
Council member Ott asked whether the city would pay twice for the same haul; staff answered no and explained the new language clarifies pay items and corrects an earlier oversight. Council members described the change as “administrative” and necessary for FEMA to approve payments to the debris hauler.
A motion to approve the amendment passed on a roll-call vote with all council members voting in favor. Staff did not propose additional substantive changes to the contract terms at the meeting.
